Measurement and sources of efficiency in Argentina's agricultural sciences research system: a stochastic frontier analysis

Abstract

El enfoque del presente estudio es evaluar la productividad de los investigadores en Ciencias Agrícolas, analizando la eficiencia de aquellos científicos que participan en el sistema de investigación agrícola del Consejo Nacional de Investigaciones Científicas y Tecnológicas de Argentina (CONICET). Los datos que se han utilizado en este estudio se han obtenido de la base de datos de investigadores del CONICET. La disciplina específica de Ciencias Agrarias cuenta con 102 investigadores, lo que representa el 3% de un total de 3.513 individuos. Los datos cubren el período 1996-2000. Para evaluar la eficiencia utilizamos el enfoque propuesto inicialmente por Farrell en 1957. Consiste en la estimación de una función de producción que permite calcular la producción máxima que puede obtener cada unidad de producción para una combinación de insumos. Los modelos de fronteras estocásticas utilizados en el estudio son los propuestos por Battese y Coelli (1996). El resultado de la investigación se mide en cantidad y calidad de publicaciones, asesoramiento de tesis, etc. Se consideran diferentes variables de entrada como los presupuestos de los proyectos y los salarios. Se incluyen variables específicas en la estimación para evaluar los efectos de la eficiencia: tipo de institución de investigación (por ejemplo, INTA); características individuales (edad, género) y aspectos ambientales para identificar efectos de escala.

The focus of the present study is to evaluate the productivity of the agricultural sciences researchers, analyzing the efficiency of those scientists that participate in the agricultural research system at the National Research Council of Science and Technology of Argentina (CONICET). The data used in the study have been obtained from the researchers database of CONICET. The specific discipline of Agricultural Sciences has 102 researchers, representing 3% of a total of 3,513 individuals. The data cover the period 1996-2000. To evaluate efficiency, we use the approach proposed initially by Farrell in 1957. It consists on the estimation of a production function that allows to calculate the máximum output that can be obtained by each production unit for an input combination. The stochastic frontiers models used in the study are those proposed by Battese and Coelli (1996). The research output is measured in quantity and quality of publications, thesis advising, etc. Different input measures are considered such as project budgets, and salaries. Specific variables are included in the estimation to assess the efficiency effects: type of research institution (e.g. INTA); individual characteristics (age, gender) and environmental aspects to identify scale effects.
