Selective logging in native forest: economic analysis
Resumen
The forest protection law, which was passed at the end of 2007 in Argentina, has brought about multiple discussion on economics incentives regarding to conservation on the part of private actors. One of the most passionate debate was given around the uses allowed by this regulation in the areas that were categorized under conservation degree II or yellow zone because it restrict the change in the use of the land.

One of the most passionate debate was given around the uses allowed by this regulation in the areas that were categorized under conservation degree II or yellow zone because it restrict the change in the use of the land.
It is possible to quantify the land expected value (LEV) assigned to a sustainable manage of the forest with selective logging applying the formula of Fautsmann. This method makes possible to evaluate the optimal logging that maximizes the returns to the land based on the flow of commercialization of wood collected from the forest. Also, it lets to measure the willingness to pay agents for the land covered by forest mass whose productive use is the selective logging of native species from a sustainable manage.
There are alternatives in the use of the land that offers better profits margins and added to this there are expectations about changes on the classification of the sites that leads us to propose the working hypothesis. It consist on, the market value or “commercial value” of the sites classified as conservation degree II is higher than the maximum discounted net value that would be obtained through the forestry use of native forest under a sustainable system of selective cutting.
From the analysis proposed, we seek to test the hypothesis put forward, trying to understand how the incentives of the agents in relation to forest conservation are operating.

La ley de protección forestal, aprobada a fines de 2007 en Argentina, ha generado múltiples discusiones sobre incentivos económicos en materia de conservación por parte de actores privados. Uno de los debates más apasionados se dio en torno a los usos permitidos por este reglamento en las áreas que fueron categorizadas bajo el grado de conservación II o zona amarilla porque restringe el cambio en el uso del suelo.
Es posible cuantificar el valor esperado de la tierra (VET) asignado a un manejo sostenible del bosque con tala selectiva aplicando la fórmula de Fautsmann. Este método permite evaluar la explotación óptima que maximiza los retornos a la tierra en función del flujo de comercialización de la madera recolectada del bosque. Asimismo, permite medir la disposición a pagar a los agentes por la tierra cubierta por masa forestal cuyo uso productivo es la tala selectiva de especies nativas a partir de un manejo sustentable.
Existen alternativas en el uso del suelo que ofrecen mejores márgenes de rentabilidad y a ello se suma la expectativa de cambios en la clasificación de los sitios que nos lleva a plantear la hipótesis de trabajo. Consiste en que el valor de mercado o “valor comercial” de los sitios clasificados como grado de conservación II es superior al valor neto máximo descontado que se obtendría mediante el aprovechamiento forestal del bosque nativo bajo un sistema sustentable de tala selectiva.
A partir del análisis propuesto, buscamos contrastar la hipótesis planteada, tratando de comprender cómo están operando los incentivos de los agentes en relación a la conservación forestal.
