La escasez de agua en el valle inferior del Río Chubut, reflexiones de quienes riegan

Abstract

El agua tiene gran relevancia social, política, económica y ecológica. Los valles bajo riego se han estructurado en torno al agua y sus distintos usos no han estado ajenos a tensiones que se incrementan en contextos de escasez. Nuestro estudio se localizó en el Valle Inferior del Río Chubut, donde a través de encuestas a regantes, analizamos las opiniones que ellos y ellas tienen sobre la posible escasez del agua que pronostican trabajos realizados en la zona, entendiendo a la escasez como una construcción social atravesadas por cuestiones ecológicas y sociales. Nuestro objetivo fue contribuir a la comprensión del sistema de riego del Valle Inferior del Río Chubut, haciendo hincapié en las opiniones de quienes riegan sobre la potencial escasez del agua en la región y las estrategias posibles para contrarrestarla. Con estas reflexiones buscamos aportar algunos elementos que contribuyan al diálogo para un mejor uso del agua, donde se destaca la coexistencia de distintas formas de vivir y pensar la escasez y, más allá de los conflictos, las relaciones cooperativas que se mantienen entre regantes.

Water has great social, political, economic and ecological relevance. The valleys under irrigation have been structured around water and its different uses have not been immune to tensions that increase in contexts of scarcity. Our study was located in the Lower Valley of the Chubut River, where through surveys of irrigators, we analyzed the opinions that they have about the possible shortage of water that’s predicted by the works carried out in the area, understanding scarcity as a social construction crossed by ecological and social issues. Our objective was to contribute to the understanding of the irrigation system of the Lower Valley of the Chubut River, emphasizing the opinions of those who irrigate about the potential water scarcity in the region and the possible strategies to counteract it. With these reflections we seek to contribute some elements to add to the dialogue for a better use of water, where the coexistence of different ways of living and thinking about scarcity stands out and, beyond conflicts, the cooperative relationships that are maintained between irrigators.
