La gestión sustentable del territorio en escala microrregional. El caso de Villa Regina y la microrregión del Alto Valle Este

Abstract

El propósito de este trabajo de investigación es presentar la Tesis de Maestría, para optar al título de Magister en Intervención Ambiental, Orientación Gestión Ambiental de las Organizaciones, que se dicta en la Facultad de Ingeniería de la Universidad Nacional del Comahue, en la Ciudad de Neuquén. El presente estudio intenta interpretar la importancia estratégica de la integración microrregional de municipios, sus ventajas comparativas y competitivas, sus fortalezas frente a situaciones de crisis y las problemáticas de su implementación, así como brindar algunas herramientas de planificación estratégica que los municipios involucrados y asociados podrán disponer como soporte de políticas públicas integrales, con el fin de gestionar el desarrollo sustentable del territorio implicado. Se toma a la ciudad de Villa Regina como epicentro de un corredor urbano rural que abarca las localidades de General Enrique Godoy hasta Chichinales y Valle Azul, en el Extremo Este del Alto Valle del Rio Negro. Existe un antecedente reciente (2013-2014) de un proceso de planificación estratégica denominado “Proyecto Regina, presente con futuro”, desarrollado a solicitud de la Municipalidad de Villa Regina y financiado por el Consejo Federal de Inversiones (CFI), en el cual el autor de la presente tesis integró el equipo interdisciplinario, coordinado por el Arq. Ramón Martínez Guarino y por la Mg. Adriana Giuliani -quien es profesora e investigadora de la Facultad de Economía y Administración de la Universidad Nacional del Comahue y desempeña el rol de Directora de este trabajo de tesis. Además de ello, el Tesista coordinó el Proyecto Regional con Enfoque Territorial “Promoción del Desarrollo Territorial Alto Valle Este”, dependiente de la Estación Experimental Agropecuaria Alto Valle del Instituto Nacional de Tecnología Agropecuaria (INTA) hasta mediados de 2015. La tesis buscará reforzar y ahondar este proceso de análisis de la gestión territorial sustentable en escala microrregional, que involucra a cuatro municipios del Alto Valle, en la Provincia de Rio Negro, República Argentina.

The purpose of this research work is to present the Master's Thesis document, to apply for the title of Master in Environmental Intervention, Guidance on Environmental Management of Organizations, which is taught at the Faculty of Engineering of the National University of Comahue, in the City of Neuquén. There is a recent antecedent (2013-2014) of a strategic planning process called "Regina Project, present with a future", developed at the request of the Municipality of Villa Regina and financed by the Federal Investment Council (CFI), in which the undersigned He was part of the interdisciplinary team, coordinated by Arch. Adriana Giuliani -who is a professor and researcher at the Faculty of Economics and Administration of the National University of Comahue and plays the role of Director of this thesis work. In addition to this, the thesis student coordinated the Regional Project with a Territorial Focus "Promotion of Territorial Development Alto Valle Este", dependent on the Alto Valle Agricultural Experimental Station of National Institute of Agricultural Technology (INTA) until mid-2015. The thesis will seek to reinforce and deepen this analysis process of sustainable territorial management on a micro-regional scale, which involves four municipalities of the Alto Valle, in the Province of Rio Negro, Republic of Argentina.
