La pequeña producción agropecuaria en el sudoeste santacruceño: agentes y estrategias

Abstract

La presente investigación se sitúa espacialmente en el sudoeste de la provincia de Santa Cruz, en las localidades de Río Turbio, Julia Dufour y 28 de Noviembre. Región que constituye la cuenca carbonífera de Río Turbio, ubicada en el extremo austral de la región patagónica continental y a escasos kilómetros del límite fronterizo con Chile. Las poblaciones mencionadas tuvieron su origen a partir de 1940 a raíz de la explotación minera de carbón, y con el paso del tiempo han ido creciendo y consolidándose como municipios santacruceños. El propósito del trabajo es aportar conocimientos para comprender el contexto en el que se desarrolla la pequeña producción agropecuaria en la región, sus limitaciones y horizontes, enfocándose en los agentes que conducen dicho proceso y en las estrategias que implementan y que dan lugar a la apropiación y/o transformación productiva del territorio. En este sentido, se identifican tres tipos sociales de agentes, distinguiéndose a su vez dos factores principales que atraviesan e impactan en sus acciones: aquellos ligados al campo institucional y los vinculados al mercado, que giran en torno a la comercialización y fijación de precios en la zona. El abordaje metodológico se centró en las escalas macro y microsocial, a través de técnicas cuantitativas y cualitativas de investigación, que se adecuan a los diferentes niveles de análisis. Las técnicas utilizadas se centraron en encuestas semi-estructuradas, observaciones in situ y entrevistas en profundidad, recurriéndose asimismo a registros estadísticos (Censos Nacionales Agropecuarios y Censos de Población y Vivienda), catastrales y documentales como así también a archivos históricos e informes de proyectos realizados por organismos gubernamentales y no gubernamentales sobre la región. Si bien el enfoque territorial prima en el estudio, se incluyen además nociones y aportes de múltiples disciplinas a los fines de facilitar una construcción interdisciplinaria en torno al objeto de estudio. El marco teórico se sustenta en los aportes de Pierre Bourdieu en torno a los conceptos de espacio social reificado, agente, hábitus, campo, capital y estrategias. Asimismo, se ahonda en la búsqueda de un conocimiento interpelado que permite la generación posterior de acciones tendientes a la formulación de políticas públicas y la mejora de condiciones de vida para aquellos agentes que componen el sector agroproductivo de pequeña escala en la región. Es en esta búsqueda que se explicitan y brindan herramientas para la comprensión de las condiciones objetivas e históricas de las pequeñas unidades agropecuarias en un territorio donde la centralidad económica reside principalmente en la explotación minera y el empleo público.

This research has been carried out mainly in the south-west of Santa Cruz province, in the towns called Río Turbio, Julia Dufour and 28 de Noviembre. This area is constituted by a coalfield situated in Río Turbio in the far south of the continental Patagonian region and a few kilometres away from the frontier boundary with Chile. The above mentioned towns were founded in 1940 onwards due to mining development of coil, and eventually, they have been growing and, as a result, became established as townships in Santa Cruz. The aim of this work is to spread knowledge to understand the context in which small scale agriculture and livestock production is developed in the area, its limitations and ambitions, with focus on the agents that accomplish said process and the strategies implemented which lead to the appropriation and/or productive transformation of the territory. Consequently, three types of social agents were identified and at the same time, two main factors were distinguished that intervene and affect their actions: those ones that are linked to the institutional field and the ones bound to the market which revolve around commercialization and price-fixing in the zone. The methodological approach is centred in the micro and macro social scales, through quantitative and quality techniques of investigation, which are suitable for the different levels of analysis. The techniques used were centralized in semi-structured surveys, observations in situ and interviews in depth. Additionally, we resorted to statistical records (National Agricultural Census and Population and Housing Censuses) land registry and documentary records as well as historical records and project reports carried out by governmental and non-governmental agencies, based on the region. Even though the land approach predominates in this study, notions and contributions are included from numerous disciplines in order to facilitate an interdisciplinary construction around the aim of the study. The theoretical framework is supported by the contributions from Pierre Bourdieu centred around the concepts of social space reification, agent, habitus, field, capital and strategies. Similarly, the search for answers to questioned knowledge is deepened which lead to generating actions tending to the formulation of public policy and the improvement of the living conditions for those agents belonging to the small scale agricultural production sector in the region. Through this search, tools are specified and provided for the understanding of the objective and historical conditions in small agricultural units in a territory where the centre of economy mainly lies on mining operation and government jobs.
